He was winter quarter 1980, and dr. Balmer was my supervising instructor when I was student at oce... 2 times a week I was going back and forth between Monmouth and McMinnville .... Doing student observation and a little bit of instruction during the winter and spring quarters just prior to my student teaching.... I still remember him showing up during my first full week of instruction... The class was a disaster... Sixth graders we're virtually having their way in the class and I was up...

Lou was a great advisor, leader, teacher, advocate, person! When I was going through my teaching program at WOSC he was my advisor, and truly one of the most inspirational and empowering people I encountered during my studies. Thank you Lou for making a difference!

I had the pleasure of working with Lou for seven years at Western Oregon. Lou was very helpful to me as I started my 20 year teaching career there. My best to his family.

As I finished my education program at WOSC, Lou was my supervisor through student teaching. His encouragement and frank analysis of my planning and delivery embedded core ideals that I have drawn on throughout my past 28 years in education. Our thoughts and prayers are with you. I met Lou in the early days of Rebuilding Together and served on the board with Lou. We worked on numerous projects together and I admired his sincerity to help people in the community. He was a gentleman and friend.
