Melvin Higgins passed away in Vancouver, British Columbia. The obituary was featured in The Vancouver Sun on June 5, 2013.
I know this is nearly a year late, but I just came upon this news and wanted to add my condolences. I had the privilege of working with Double V Construction on a number of UBC projects for Bob during the 1980's and 1990's. Bob was always a fair and personable man to work with.

Sorry to hear about Bob passing. I worked with him at UBC when he was a project manager and I was an architect. He was always very professional yet relaxed and I learned a lot from him. His experience in construction was massive and he was always fair and had a good sense of humour. I'm glad to have once been on his team.
