FALLON, Michael J. Chief Michael J. Fallon, 47, Chief of the Connecticut State Capitol Police Department, died, Friday, (December 4, 2009) at St. Francis Hospital and Medical Center. He was the beloved husband of Sheryl (Brandi) Fallon. He was born in Hartford, son of the late J. Frank and Janet (Parker) Fallon and had lived in Wethersfield for 17 years. Prior to being appointed Chief, December 6, 2006, Chief Fallon served with the Hartford Police Department for 23 years before retiring as an Assistant Chief. His duties included responsibility for the overall management and deployment of uniformed police personnel, tactical emergency resources and homeland security functions, he also served as Division Chief of the South District of the city as well as Chief of the Emergency Services and Tactical Teams. Chief Fallon co-authored the Hartford Police Department's Neighborhood Policing Plan and was instrumental in its implementation. He served on the Civilian Complaint Review Board, Police Shooting Review Board, the Commendation Committee and Major Incident Critique Team. He also held the position of Captain, Lieutenant, Sergeant and officer and his special assignments included the Operation "Centurion" and Operation "Liberty" Street Violence Initiatives, the operation "Victory" Anti-Gang Violence Initiative, and the "King Pin" Wire Tap/Heroin Distribution Operation. He was a graduate of South Catholic High School before he began his law enforcement career. At St. Joseph's College in 2009, Chief Fallon earned both a Masters Degree in Management and was inducted into the Sigma Beta Delta Honor Society. In 2008 he received a Graduate Certificate in Homeland Security Management. He is also an honors graduate of Charter Oak State College with a Bachelor of Science Degree in Criminal Justice/Management. Chief Fallon was a certified instructor with the Connecticut Police Training and Standards Council and possessed a Certificate of Distinction in Supervisory Leadership from the Connecticut Criminal Justice Command Institute. While Chief of the CT State Capitol Police Department, his responsibilities included serving the CT General Assembly and policing the seventeen acre campus that includes the Legislative Office and State Capitol Buildings, garages, grounds, the historic Old State House as well as supporting the state commission offices. He was a longtime and faithful communicant of Incarnation Church. Besides his wife, he is survived by a son Michael Riley Fallon and a daughter, Teaghan Eileen Fallon, both of Wethersfield, three brothers, Frank W. Fallon and his wife Patricia of West Hartford, Gary J. Fallon and his wife Tina-Marie of Deep River, and Mark D. Fallon and his wife Janina of West Hartford, his sister, Diane M. Fallon of West Hartford, numerous nieces, nephews and wonderful friends. Chief Fallon will be greatly missed by all who knew and loved him. The funeral will be Wednesday, December 9, 10 a.m. from The Dillon-Baxter Funeral Home, 1276 Berlin Tpke., Wethersfield, followed by a Mass of Christian Burial, 11 a.m. at Church of the Incarnation, 544 Prospect Street, Wethersfield. Burial will be in Cedar Hill Cemetery, Hartford with full honors. Visiting hours will be Tuesday, 4-8 p.m. at Dillon-Baxter Funeral Home. I am deeply sorry for the loss of Michael.
I remember playing basketball with Mike at St. Brigid's in our 8th grade year. Mike was the biggest guy on our team but also the most gentle. He was always very polite and played by the rules - on the court and in life.
