Our daughter is a constant reminder of you and how instrumental you were in facilitating her adoption. We will be forever grateful for her and we owe that to you.

My husband and I learned of Noel's passing today and we were truly devastated. After many losses in our lives, Noel made our family complete when he facilitated the adoption of precious daughter, Evie Rose. You will always have a special place in our hearts as you made an impact on our lives forever! You were certainly an instrument on earth doing God's work and he wanted you back. Heaven has gained an angel.❤

Because of you, every day is brighter because you led us to our baby girl!

We got our missing piece to our puzzle because of you!

It saddens me to hear of Mr. Vargas passing. I had the pleasure of working with Mr. Vargas prior to his departure from NODA. He also worked with me on a very personal legal matter and from there we established a caring and nurturing relationship. He had an endless heart of goal that I'm sure touched many. He will be missed.

Mr. Noel was a good guy and one of a kind.He always had peoples best interest at heart.I wouldn't have rather had any one else handle me legal affairs. Glad to have met him. My condolences go out to the Vargas family and friends.

Only once in a life time do we meet a soul as magnificent and as loving as was our friend Noel. It was former Congressman David Vitter and I who nominated Noel for the Angel in Adoption Award. So many other names were submitted for that award but none could compare, Noel's record stood high above the others. He had more than ability, Noel had a godly gift.
