I worked with Oscar at the National Safety Council for several years as an instructor for the National Safety Council's driving class conducted for driver's who had received driving violations. He was always a perfect gentleman, considerate, and a person you could always count on if you needed help. I will always remember him and the days we worked at the NSC.

My family and I went church with Oscar for many years. He truly loved God, his family and his church. He will be missed by all who where blessed to have known him.

I worked for Birmingham PD and knew Oscar for many years. He was professional, kind and had a wonderful sense of humor. He will be missed. The Peace of God be upon his family.....

Everyone who knew Oscar loved him. He was an example that anyone could emulate and be a better person.

No one in your family would really know me, but my parents, Elsie and Fort Smith knew Mr. Stillwagon for a long time and were very fond of him. I just want your family to know that I am praying for you.

I am so sorry to hear about Oscar's passing. Oscar handled all situations in the court with professionalism and patience, but always allowed for many laughs and good times in the office. My prayers are with the family. Joyce Franklin
