In 1982, after an extended search for startup funds for the Virginia Aquarium and Marine Science Center, Del. Pickett organized a visit to the Governor seeking a budget amendment in support of the Aquarium. In 1963 I was assigned as commanding officer of a squadron at Oceana and moved to Chesopean Colony and the Pickett family became our next door neighbors. I remember being Owen's treasurer for his first term in the Virginia House of Delegates and the excitement and thrill of being on his winning team!
