Dear Penny, how sad we all were to hear of your passing. We have often talked about you, and still remember the day you retired 3/31/95. We still miss you! You were the very best Director OFM ever had, always treating your employees fairly and with respect. God bless you and your family. Your 'other family' at OFM!

It was shocking to hear the sad news of Penny's passing. I was fortunate to be a part of NIH Finance during the Penny Strong era. She cared deeply about the organization and especially her employees and it showed! All my best wishes go out to her family and loved ones.

Penny was the director of Division of Financial Management when I started working at NIH in 1989, She was the best we've ever had! My prayers and condolences to the family.

It was a joy to get to know you. We'll keep your family in prayer.

As Penny's secretary at NIH, she was a tremendous positive influence in my life. There will never be anyone who comes close to taking her place. I'll always love you Penny! Lorraine

Penny will always be remembered as a great hostess for my visits to Indian Rocks Beach. She loved good restruants and shared a different one everyday. She loved life and provided a good time for all.

My sincere condolences to all the family, Jim, and all the others who loved and cared for Penny. We're all going to miss her and the great times we had greatly!
