I want to share a memory. When my mother came to visit, Phil took us on a tour of the capitol. He introduced her to Sen. Claude Pepper of FL when we saw him. After he left, my mother said "isn't he too old to still be working?" Phil and I had a good laugh.

I would like to share a memory. When Phil was working on the hill he gave me and my visiting mother a tour. We met former Senator Claude Pepper from Florida and he introduced him to my mother. After the Senator left my mother said to Phil "Isn't he too old to be a Senator." She was in her 80's at the time and thought he was too old to work.

Farewell old friend. Yes, its been many years, but it thought of you just yesterday when looking at a video we took when I brought my new son to the Congressman Torres office to meet everyone in 1993! Ill always remember your shorts, the fantasy baseball leagues you organized and hexagon. We never met your family, but extend our deepest sympathy.

I haven't seen Phil for years, but treasure my fond memories of our time together in the early 1980s -- congressional league softball and his key role in the early days of the Capitol Steps comedy group. Not to mention his days growing up in White Plains. RIP, Phil.
