Captain Palmer, as he will always be known to me, was a great man of integrity and kindness. I met him when I was an Ensign and he the commanding officer of Naval Weapons Station Earle. I used to babysit for Bill when Phil and Nancy went out. What a stellar family. I'm very sorry for your loss.

I got to know Phil during his time at Clark, he was a friend of my dad´s. My dad really enjoyed Phil´s company and my son and I also enjoyed the many hours we spent with Phil. He was a very interesting and knowledgeable person. We will miss Phil very much during our visits to Clark.

To know Phil was to love Phil. May he Rest in Peace. His name was one that was spoken often throughout my lifetime, as he was a dear friend to my late father, Jack Crittenden. They served together in the Navy in the early years and maintained a friendship that stood the test of time - some 55 plus years. Phil was highly revered and known to be a man of faith, who loved his wife Nancy, children and grandchildren, and his country. He will be missed, and always remembered.
