Not sure what to say?

Dr. Quinn had such an enriching impact on my life. He was my mentor and good friend. He supported and encouraged me to open my security company in the former Soviet Union in 1994. Furthermore, he enjoyed listening to my adventures in Russia for those 5 years. I always think of him and will be forever grateful for his friendship.

These many years later I still often think of Phil and the six years we worked together as criminology professors at the University of Tampa. Phil was a great colleague and a true friend. Rick M. Steinmann

To the Quinns:

Phil was one of those people whose sincerity and caring emanated from his persona. He put those he met instantly at ease and reflected the value he saw in every human being and thus helped us feed off that reflection of our worth. He carried a real Peace about him and in him, and now he's with our Father and the ultimate Peace. We'll miss him, but he'll be remembered and we cherished knowing him.

JoAnn and Family - Phil was my mentor as a new criminology faculty member at the University of Tampa and I certainly appreciated his advice and friendship. UT students were fortunate to have such a thoughtful and caring professor.
