Dear Ryan Family~
I've known Capt. Phil since he came to the Port of San Diego. I will always remember him as a man who was a champion of the waterfront community. He was involved in various committees, always working toward a better waterfront.
It was obvious he was first and foremost, a family man. We would often share our families' antics and boast about our adventures. There was always an extra minute to spare when it came to his friends.
Capt. Phil will be remembered as...
