Phil was a kind person. He mentored me in his earnest dedication to his work. I respected him for it and admired the love that he showed for his family. I miss him.

Phil was a kind man who was a mentor to many and friendly to all. He was brilliant builder and engineer and had an incredible work ethic. We will miss our friend and colleague and our thoughts and prayers are with his family.
