I served under Phil while he was the Chief of Police in Harvey; he was definately the stability amongst the chaos there. I owe Phil a great deal, because it was his mentoring and encouragement (when he wasn't teasing me about my choice of necktie) that convinced me to return to college and complete my undergraduate degree and eventually my Masters.
