I had the pleasure of working with Phil during the 1980s on the redesign of the Navy's logistics software. He was the senior civilian manager at FMSO and I was in charge of the software development at NAVSUP.
He was one of the best executives I ever worked with. It was an honor to know him and to work with him.

Cousin Phil was the eldest of all my first cousins. It is nearly 10 years
since we were together at cousin Donna''s home in Hummelstown.
We were visiting from California and the family gathered for a picnic.
His wife Jean wrote letters with each Christmas card, keeping us
up to date on their travels etc. Now they are together again . God love
you and keep you in his loving care .Your Cousin, Lavina Gift

I share the loss of this very great person with all of you who have had the opportunity to know Phil over the years. I first met his and his wife Jean over 40 years ago, and always considered it an honor to know him. I know we will all miss him ,(A quality person)
