Phyllis W. Stancil VIRGINIA BEACH - Phyllis W. Stancil, 65, of the 5100 block of Condor St., died July 3, 2009. A memorial service was held at the Kingdome Hall of Jehovah's Witnesses. Carlos A. Howard Funeral Homes Chapel, Norfolk, is in charge.
