Words cannot express the sadness I feel in learning of Ralph's passing. Will never forget the respect, admiration & friendship I have for him. Met him while we were working for the Corp of Engineers at Port Isabel detention center. Impressed by his character of dealing with the customer (INS) and contractors, as well as the respect they had for him. Will miss a genuine friend. Working with Ralph @ USIBWC was a blessing. He was always willing to lend a helping hand. Our Mercedes Field Office Team will never forget his wisdom, guidance, and huge smile [we will also miss the empanadas that he brought every morning to the office :) ] We wanted to extend our sympathies to the entire family for their loss. We will never forget his kindness. May God give him eternal rest and the family the strength to bear the great pain.
