Born in his family's home in Riverton, Utah, on a cold November 18, 1936, Ray was the eighth of nine children of Lancelot and Cecelia Mason Bills. After a lifetime of service to his family, his country, and his faith, he entered into his eternal rest on October 27, 2022, at the Riverton Intermountain Hospital, surrounded in love by his children and grandchildren. His mortal journey, which included many travels throughout the U.S. and around the world, ended less than a mile from where he was born and just three weeks shy of his eighty-sixth birthday,

Ray was preceded in death by his parents, his wife's parents, his five sisters and three brothers, and his beautiful bride of 68 years, Mary Jo Silcox Bills.

To me he was Bishop Bills. I had the great privilege of serving with him as Ward Clerk. During a particularly trying time in my life, I'll never forget his great kindness to me and my family. What a great gift it was to know the delightful and charming Mary Jo, kind and wise Ray, and their terrific sons, Dale, Mark, and Tom, when they lived in our ward in Northern Virginia. How very grateful we will always be for that special blessing.
