I did not know Mr Dugan. I was the second person at the scene of this terrible accident and knew of the serious nature of it. I was not able to do much other than pray for him. My sympathies to his family and friends. Rest in Peace in the home of our Lord and Savior good sir. Rest in peace

Only knew Ray got about 3 years after the Army moved me up here. I will never forget his huge heart and the first big snow we had and I came out to Ray snow blowing my driveway so my wife could get to work. Thank you for your service and you will be missed.
