Byles Memorial Home - New London Obituary

RAYMOND F. INGRAM, SR age 82 of East Lyme, passed away on Thursday morning, November 30, 2023 at Yale New Haven Hospital.


He was born in New London on February 26, 1941 the son of George R. and Marian Mastrandrea Pedersen.


Raymond was married to Kathleen Menzie on December 7, 1963. Kathleen passed away on May 1, 2017. He married DiAnn Bailey Morrison on January 2, 2019.


Raymond graduated from Northeastern University in 1964 with a bachelor's degree in electrical engineering, in 1968 he received his Master’s degree in electrical engineering from UCONN and his PHD in Electrical Engineering from URI in 1972. He had fifty years of experience performing research and development in support of submarine communications. 36 years of experience as gained as an employee of the Naval Undersea Warfare Center and the most recent 14 years as a contractor supporting at Naval Undersea Warfare Center. Much of his experience involves various aspects of extremely low frequency (ELF) communications systems. Recent experience includes work on communication theory and system performance prediction in support of NUWC’s UHF Low Profile antenna program and the NGBCA improvement program. Upon retirement from NUWC he became a private contractor with Science Applications International Corporation (SAIC).His work took him all over the world. 


He wrote many articles which were published at numerous times throughout his life. 


He was a good athlete and talented man. In his younger days he played softball with the Underwater Sound Lab Team. He hunted and was a lifetime member of the Rod and Gun Club. He also loved woodworking and was and avid fan of the UCONN women’s basketball team. He loved walking the Niantic Boardwalk with DiAnn and going to the beach. He lived life to the fullest. 


Besides his wife DiAnn, he is survived by his daughter, Jacqueline Ingram-Noniewicz and her husband Paul of Lyme, his son, Raymond F. Ingram, Jr of Waterford, his two sisters, Sondra Ingram Alexander and husband Gilbert of Mashpee, MA and Joanne Pederson and her wife Ann Meitzen of Dighton, MA as well as two grandchildren, Raymond F. Ingram, III and Lindsey Noniewicz. When Ray and DiAnn were married he became part of a larger extended family that included DiAnn’s three daughters, Kelli and Monti Vigliotti, Jill and Richard Greene and Dana and Michael Sadler as well as numerous grandchildren and great grandchildren. 


The family would like to extend their gratitude for the excellent care and compassion of  the doctors and nurses from both Smilow Cancer Center in Waterford and at Yale New Haven Critical Care Unit. 


A Mass of Christian Burial will be held on Thursday, December 7 at 11 o’clock at Christ The King Church, 1 McCurdy Road, Old Lyme. Interment will be in Jordan Cemetery, Waterford. Visiting hours will be on Wednesday from 4 until 6 o’clock at the Byles Memorial Home, 99 Huntington St, New London. As a young engineer at NUWC Ray supported me in ELF analysis. He mentored and guided me in analyzing ELF propagation and receiver design. His expertise in ELF was a national treasure. His contributes were recognized years later by the sponsor as exceptional. Rest in peace Ray. You will be missed greatly.

I had the privilege to work with Ray while he was employed at NUWC and later at SAIC. Ray was a very competent engineer who was hard working, enthusiastic, and friendly. Ray would always get the job done and was happy to share his vast knowledge with others. He taught me many aspects of ELF communications and worked with me on several communications projects at NUWC Newport. Ray Ingram was an important asset to the Dept. of the Navy.
