Rich was a great mentor and friend. He was one of the first engineers I met after graduation. His leadership and professionalism with ASCE, NSPE, and the regional standards left a significant impression on me. I will always remember his smile and kindness. He will be greatly missed.

My heartfelt sorrow and prayers to Rich's family. Rich was a man of true integrity, dedicated to his profession and public service to the City of Virginia Beach and the region. Rich was a great leader and a great teacher. I truly enjoyed working with Rich during my tenure with the CVB-Department of Public Utilities. Volunteering his time in so many ways one particularly his lunchtime professional engineering test preparation class. So many of his colleagues achieved their PE license...

Rich was a great guy. He gave me our first large contract when my company was less than 1 year old. He took a chance on me like he did many others. Kind, friendly and always with that smile and calm demeanor. He will be missed.

I had the honor of knowing and working with Rich as a consultant for the past 28 years. The photo of him says it all. Warm smile and a welcoming handshake. Rich will be missed by all who knew him.
