I was deeply saddened to hear about my old friend. I met New Orleans Chief Richard Pennington while I was Chief of Police in Kenner Louisiana. We grew to be great friends and partners against crime. Chief Pennington was able to communicate with Louisiana Chiefs of cities of all sizes and made everyone feel comfortable and important.
