If the Dayton Fire Department had a Hall of Fame, Richard Phillips would hold a prominent site. He would easily qualify for his heroic command of the rescue of two trapped Firefighters, while being Captain of Unit 1 in 1965. In addition, his skills as a supervisor, and mentor to others, made him a role model for all ranks within the DFD organization. I, along with others, sought his counsel as we progressed through the ranks. Please accept my sincerest condolences to the family and friends.
