I worked with Dick at PennDOT for about 20 years. Dick was a great guy. He was always smiling, he was nice to everybody, he was very knowledgeable, and he was just a great guy to have around. He will be missed.

Dear Smith Family: I am a friend and former work associate of Dick at the Office of Chief Counsel. Dick was one of the best human beings I have ever met and truly affected everyone around him .
