I worked with as I called him "Mr. Troutman" for many years at the Commonwealth of Pennsylvania. He was always such a gentleman and such a nice person. Used to kid him and say he was the "Spanish" adjudicator as we could never read his signature. I often thought about him. He will be missed.

My thoughts and prayers go out to family and friends. He was the nicest man. Always well dressed and ready to help you any way he could and a hard worker. I had the pleasure working with him in Harrisburg. He will be missed.

In memory of a very nice man, Richard Troutman. Always a gentleman, always spiffily dressed, and wore interesting socks. He was always so proud of his family. He will be sorely missed by them and by those others of us who knew, liked and respected him.
