Richard was a good friend to me and my husband, Norm Monroe. He is missed.

My deepest condolences to the entire Walker family. Our family was blessed to live next door to the Walker family. Chief Walker was my Chief when I started my career with the Portland Police Bureau. RIP Chief Walker.

Dick and a group of us used to run once a week in NW Portland several years ago. It was great fun. Always enjoyable to try and race with Dick. He never lost! Dick was a great guy in many ways. We will all miss him.

His service to our country and our community is why we live such comfortable lives today!

Dick was a wonderful neighbor and friend. I lived across the street and he always looked after my home and everyone else's home on the street. He was lovely man and I sincerely enjoyed his company. He will be missed. Blessing to his family.
