Richards "Dick" J. Heuer, Jr. a 38 year Monterey Peninsula resident and former CIA veteran of 45 years died Tuesday, August 21st at Carmel Valley Manor.
Dick was born in Philadelphia to Richards J Heuer, Sr. and Marion Dapp Heuer. After a brief stint as a draftee in the army, Dick attended Williams College, graduating with a Bachelor of Arts in Philosophy. He went on to study at the University of California, Berkeley where he met his future wife Feesie Farnsworth, the start of 61 years of devoted married life. Later in life he went on to complete his graduate studies obtaining a Masters in International Relations from the University of Southern California.
Dick was recruited into the Central Intelligence Agency during its early years. Throughout his career he worked in numerous areas of the intelligence field. He was most known for his work on analysis of competing hypotheses and his groundbreaking book, Psychology of Intelligence Analysis, continues to be a staple in intelligence programs nearly 20 years after its publication by CIA; one of the most frequently cited examples of applied psychology in the literature. He was the recipient of multiple honors from the Central Intelligence agency, the International Association of Law Enforcement Intelligence Analysts and the International Association for Intelligence Education.
After retiring and moving to Carmel Valley in 1979, Dick became involved in the local community. He was elected to the Board of Directors of the Monterey Peninsula Water Management District serving for 12 years in the late 80's and early 90's, working towards bringing a new source of water to the Peninsula.
A former editor of his college newspaper he realized his journalism dream and purchased the Carmel Valley Sun Newspaper, taking it from a monthly to a weekly publication before eventually selling. While running the Carmel Valley Sun he editorialized the need for a local historical society. The response was overwhelming which culminated into the meeting which led to the founding of the Carmel Valley Historical Society. Even though Dick and Feesie later moved to Monterey to be closer to grandchildren, Dick's heart remained in Carmel Valley. He moved to the Carmel Valley Manor in 2012, a retirement community he loved.
At an early age, Dick set three goals for himself. He wanted to:
1.Live by the golden rule.
2.Believe that he left the world a better place as a result of his efforts.
3.Die with no regrets for what he had done or even not done.
These three goals guided his actions throughout his life and allowed him to die a happy man when his time came.
Dick is survived by his three children: Holly, Rick and Steve and five grand-children: Sasha, Megan, Katie, Sara and Alexia as well as by his sister Anne, half brother Jim and half sister Karen. He will be laid to rest next to his beloved wife Feesie in a private ceremony at Grand Island Cemetery in Grimes, California. Memorial donations may be directed to the Carmel Valley Historical Society or the ALS Association Golden West Chapter.
