I met Rick through the consolidation of multiple agencies that resulted in the TNRCC ("Trainwreck"). We worked together in the IR department. He was a smart, industrious guy who knew how to laugh and have fun while working hard. I offer my deepest condolences to this family.

My condolences to the family. Rick was a good person.

I wish to extend my sympathy to the Beltz family and ask God to give you comfort in the lost of this wonderful guy. I admired Rick for his strong work ethic at the TCEQ. He was always busy working but took the time to respond with a smile and offer assistance to others. I shall always think of him whenever I see a white Ford Bronco!

Rick and I worked together to build one awesome wide area network at TCEQ. Working with him was a great experience.

I was shocked to learn of Rick's passing. I haven't seen him in the last couple of years but the last time I did a walk-by through my old stomping grounds at the TCEQ I bumped into him and he was as I remembered him - - smiling, happy, and glad to see me. I'm grateful that I have that memory and feel blessed to have known him. I am sure he will be missed by anyone who ever was fortunate enough to know him.

Rick was a great guy and I was truly shocked to hear about losing him. He helped me tremendously when I worked at TNRCC and was always positive and fun. We shared work and laughs. I had not talked to him or seen him in a few years, but the last time I did, he was glad to see me. I am so sorry to lose him.

Rick was a friendly and conscientious co-worker that was always ready to help or to lend a friendly ear. Anytime he spoke about his family, he did it only as a devoted husband and father could. We are going to miss him a lot.
