Janeen, it still seems so unreal to me. I almost expect to hear him say "Carter Here" when the phone rings in the office. I miss his smile and charisma deeply. I can only imagine the void you must feel - but keep strong - GOD will get you through.

For the few years that I've known Mr. Carter from the City Clerk/Council, he has always been a breath of fresh air and continued to make lasting impressions. He could make you smile even on the hardest day. May memories such as these comfort you at this time. I send my deepest sympathy to the family and all who loved and admired Mr. Carter. He will definitely be missed.

Janeen & Family. Mr. Carter was the greatest. We will miss him dearly. I worked with him for 15 or more years in the Council/Clerk Office and it won't be the same without him.
