Rosie graduated from Harlingen High School in 1974 and proudly earned her Bachelor of Arts from the University of Texas at Brownsville in 1995.  Rosie was passionate about education. She was a paraprofessional in the Harlingen CISD and loved working with the schoolchildren at Treasure Hills and Dishman Elementary Schools.  Once she completed her bachelor’s degree, Rosie devoted the remainder of her professional career to helping adults obtain professional certifications and advanced degrees through financial assistance and guidance as a caseworker with Cameron Workforce. She retired from service in 2009. Rosie will be remembered for her lasting impact on the lives of so many.

In her personal life, Rosie was the life of the party.  She loved rock music, especially live, and she loved to dance.  She enjoyed gardening. Rosie passionately loved her family.  She had an enormous heart and was incredibly generous. Her radiant smile could light up a room. She was a devoted wife, mother, grandmother, sister, aunt, and friend who will always be cherished.

Surviving is her husband of 49 years, Rudy Charles of Harlingen; two sons, Steve (Angie Guiter) Charles and Michael (Andrea) Charles; two grandsons, Steven Charles and Andrew Charles; two brothers and a loving sister, Rudolfo (Susan) Torres, Armando Torres and Irma Kitchens; and numerous nieces and nephews.
