Roy Palm, 79, a lifelong resident of Lacey, Washington, a U.S. Army veteran and the Owner and Operator of Roy Palm Construction before retiring in 1995, passed away from heart failure at Puget Sound Health Care on Tuesday, April 4, 2000.
