Ruby Frances Waugh Ruby Frances was born on June 20, 1929, in Guthrie County, Iowa, to Sylvester Ervin and Sylva Ann (Downing) Mobley and passed away September 6, 2003, at the Kavanagh House in Des Moines, Iowa. Ruby graduated from Redfield High School in 1946. On April 30, 1949, she was united in marriage to Carl Lee Waugh. To this union were born three children. Ruby lived 22 years in Waukee, Iowa, moving from Des Moines, Iowa, in March 1953. She moved to LeClaire, Iowa, in January 1976, and retired to Panora, Iowa, in January 1989. She was a loving wife, mother, homemaker, genealogist, and master gardener. Her favorite hobby was collecting Depression-era glassware. Besides her parents she was preceded in death by her brother Harry Ivan Mobley. Surviving her are her husband, Carl; her three children Ronald Russell Waugh and his wife Linda, of Cumming, Rebecca Ann Waugh and her husband Bill Simmons, of Louisville, Colorado, and Christine Sue Long and her husband Charlie of Adel; four grandchildren, Jami Rodgers, Jessica Waugh, John Waugh, and Jordin Simmons; her brother Harold Lyle Mobley; and her nieces and nephews Lynn Milks, Mike Mobley, Doug Waugh, and Steve Waugh.
