MT. STERLING - Steven Wayne Otis, 52, owner/operator of City Tire, husband of Carla Helphinstine Otis and son of Archie and Peggy Otis, died Thursday. Services 1pm Monday at Taul Funeral Home Chapel with burial following in Machpelah Cemetery. Friends may visit Sunday from 5-8pm.
