I met Tom as my professor of Asian Legal Systems at the University of San Francisco School of Law. Professor Klitgaard provided a well-prepared, engaging, and enlightening overview of legal theories and practices in Asian countries. Beyond the course material, Tom took the time to get to know his students, treating us to breakfast at Mel's Diner before class and providing mentorship for students about to embark on careers as attorneys. Tom, it´s been over a year since you passed. I really miss you.You were a great friend.

I never met Tom but he touched my life. He read an article that I wrote in Naval Institute PROCEEDINGS and wrote me a very kind letter that was published in the magazine - he called it "Well written and humane". I sent him a copy of my book, and he sent me a 4 page letter and an excerpt from a book about his grandfather. Who does that? I kind and thoughtful human being. I just learned of Mr. Klitgaard's passing and felt compelled to express my condolences. Mr. Klitgaard and I had offices in the same building and met each other in passing. He kindly took an interest in me, struck up a friendship, and taught me a number of things about law, China, and Chinese idioms. ",." Unfortunately, I was a bit too in reaching out after the onset of the pandemic (I tried Dec 2021) and now I regret not reaching out earlier. May he rest in peace.

Tom was a kind-hearted, genuine person who took great pride in helping others. As a young and inexperienced attorney who worked with him when I was fresh out of law school, I was lucky to have him as a mentor - he imparted not only great advice for the practice of law, but countless invaluable life lessons that I still carry with me today. His achievements in the legal field speak for themselves, but what stuck with me the most was his sincere enthusiasm and his commitment to his strong...

In addition to all of his professional accomplishments -- of which I only knew a few! -- Tom was a genuinely nice, kind person. We had lunch a few years ago, and his warmth and caring are cherished memories -- he followed up with a care package of favorite bits of wisdom. May his memory be for blessing.

Our deepest and sincere condolences to Tom's wife Patricia, his son Mark, sister Alice Devine and extended family members on the sad passing of Tom. Our thoughts and prayers are with you all at this difficult time. May Tom's gentle soul Rest in Peace.
