I was Tom's partner in the early 1960s. I can truthfully say, in 25+ years in law enforcement, Tom was the best partner I ever worked with, bar none. I never realized that Tom was 12 years my senior. Tom was always happy, each time we climbed into a squad car. He treated everyone with the utmost respect and was one of the most courteous officers I've ever known.
