To Betty and the boys:
I only heard the news this evening (Nov. 27) and will send a note. This isad news made worse by my not being present for the service.

My fond memories dating back to our abode in Philadelphia are too many to set down in this memo.

He was one of the most decent men I have ever met - with a great sense of empathy. Dr. and Mrs. Frank were proud of him and would have delighted in following his career.

I knew Victor as Van's best friend. Victor joined the board of directors of a company which I founded when Van became the chairman and I very much appreciated the important contributions they both made.

This is very sad news for me to receive, half a world away on a cold autumn morning in Canberra. Vic has been a warm, delightful friend for me, talking, joking, laughing and arguing over all sorts of economic and political affairs about Asian events for close on two decades. I feel this loss deeply.

I first arrived to take up a position on the ADB board at the ADB in Manila in mid February 1992. My wife Anne and I were promptly invited by Vic and Betty to a large party they were...

I am stunned and saddened by Victor's passing--Betty and Victor were truly very special stars of the Manila community during Victor's stint at ADB. They enriched us by their presence, in every way--as friends and in thoughtful, insightful conversation. I miss Vic--Betty--hang in there ! Deepest condolences to you and your family. Jill
