I know I am so late in my condolences. I feel so bad that I have been out of touch and did not realize. Victor was such a nice and special person. I enjoyed his very charismatic personality and the smile he always seemed to have. It is so sad that we have lost another special person to so many and expecially someone who had such a passion for everything Elgin. He has been missed and will continue to be missed in the many days, months and years ahead,
