Frank was a good friend of mine. I always looked forward to in-service school if Frank and I were going to be there at the same time. he was always a pleasure to be be around and great to talk to. He will be greatly missed by everyone that knew him.

Trooper Frank Lotts worked a automobile accident in 1974 where my sister was killed and her 4 year old daughter survived, and his kindness then and through out many years to my family showed us how wonderful and kindhearted he was. My families thoughts and prayers are with the family of Frank Lotts

Frank was a loyal and true friend, whom I worked many years with at the Sheriff's Office. He could always be counted on to show up on many of our calls and offer assistance! He was my idea of an excellent Virginia State Trooper! My thoughts and prayers are with the family of Frank.

Frank was a Trooper's Trooper; Professional, Kind, Fair, and tough as nails!

We met Frank about five years ago when we bought our land and he came by asking about getting some fire wood,We gave him the wood and in return he came back every weekend and helped with our work until we was ready to put our home up. His kindness touched our hearts and we will never forget him.

Frank and I worked a lot of shifts together. He was a great partner and even better man. He will be missed. I am truly sorry for your loss. God Bless. Chuck Mumpower, VSP Retired
