Warren G. Morgan, age 98, passed away on Thursday, January 6, 2022, in Delray Beach, FL. He was born on December 3, 1923, in Plymouth, PA, and served in the United States Navy in the South Pacific during World War II. He attended Dickinson College and Dickinson School of Law, graduating with a J.D. in 1949. As a practicing lawyer, Warren served as Chief Counsel for the Pennsylvania Department of Education and chaired the Pennsylvania Bar Association's Statutory Law Committee. He was also President of the Pennsylvania Young Lawyers Association, Director of the Dauphin County Bar Association and a Member of the Board of Directors of the Pennsylvania Bar Association. Warren was appointed to the Dauphin County Court of Common Pleas in 1970, and served on the bench for 23 years, ultimately as President Judge of the Court until 1993, when he was appointed a senior judge on the Pennsylvania Commonwealth Court. He served on the Pennsylvania Conference for State Trial Judges and as a consultant for the Committee on Sentencing Guidelines. Warren served on the Boards of Directors for United Cerebral Palsy, The Girl Scouts, Harrisburg Area Industrial Development Corp., and the Harrisburg-Polyclinic Hospital. He was also a 33rd Mason and an Elder at the Progress-Immanuel Presbyterian Church. Warren survived his wife, Pauline, by nine months, and cherished their 74 years of marriage. He will be missed by his daughter, Pummy Morgan Shmokler, his son, Scott Warren Morgan, his grandchildren, Lauren Shmokler, Ryan Shmokler, Ashley Morgan Moore, Charley Morgan Emslie and Bennett Morgan, and his great-grandson, Charles Warren Moore. Dear Scott and Pummy, I am very sorry for your loss. I tried my first case before your father, and he was always decent and professional toward me and the many individuals I had as clients. He had a remarkable ability to sort out the things in the criminal and civil system that merited attention from those that did not. I feel fortunate for having had the opportunity to know him.

Rest in Peace, Judge Morgan. You were a special person.

I always enjoyed appearing before Judge Morgan. Like all lawyers, I often disagreed with him, but then again, roughly half of people who go to court leave unhappy. He had a remarkable ability to recognize merit from hollow words, and to move cases along better than any of the dozens of judges I have appeared before. He also seemed to have the ability to look directly into a person's soul, and grant mercy when justified. Today's USA could use many more Judge Warren Morgans. My deepest...
