Bill was my lead and manager at thye City of Seattle. He was well liked and respected.

Bill was a true public servant in his City of Seattle career - competent, loyal and of unquestioned integrity. He was a go-to guy. I miss him.

Bill was a good man, father, husband, and friend, and one can't leave behind a better legacy than that. He will be sorely missed.

Dear Bell family,
I was his step daughter Tami Frakes many years ago and we are all sending our condolences. I remember when they moved from the new house in Federal Way and bought the large sail boat named Tioga in the San Francisco area. My little sister had a wonderful childhood on that boat.
