My condolences to the family. I knew Bill from the last ten years or so that he was a Richmond Torch Club member. I enjoyed speaking with him about his retirement travels. He was very quiet about his professional life. I wish I had known he had worked on the Chesapeake Bay Bridge Tunnel, as my grandfather, Maxwell Farrar Woltz, a Right of Way Engineer for VDoT was very proud of being part of that project.
