Dear Mrs. Kapp and Son:
I just want to express my condolences to you and your family. I am so sorry for your loss and hope you find love and comfort from family during these sad times.
I am a retired teacher from NEIU 19 in Scranton. I remember Bill being very active when The Association of Special Ed Teachers of NEIU 19 went on strike in 1978. Bill made things easier for all us during those anxious days trying to secure a new contract. God bless you and your son.

It is very sad to lose Bill. I saw Joseph Gillette's message about the three of us walking to Chapel school every day. Back then, Bill was "Billy" and Joseph was "Cookie". For those of us who grew up with him and went to Chapel, Cathedral, and Bishop Hannan together, our memories of Bill will remain frozen in time.
