William Payne

William passed away on Saturday, November 17, 2018. William was a resident of Rappahannock County, Virginia at the time of passing. The community is welcome to attend the memorial service and celebration of Red's life Dec. 1 at 11 a.m. at Washington Baptist Church, with a reception following in the fellowship hall.
