RICHARD ROSS Obituary

ROSS--Richard C. Richard C. Ross, much loved husband to the late Joan Flug Ross, father to Marcia, William and Andrew Ross, father-in-law to Duncan, Diane and Summer and grandfather to John, Michael, and Alice passed away peacefully at JFK Hospital in Indio, California, Sunday March 11th. Born in the Bronx on May 5th, 1927, to Louis and Mollie Rosoff, Richard moved to Mount Vernon, New York in 1929 where he resided until his retirement in 2005 when he relocated to La Quinta, California. He graduated from A.B. Davis High School in 1944, at the age of 16, enlisting in the U.S. Navy later that year. After his honorable discharge he earned his Bachelor of Arts degree from New York University in 1950 and his Master of Laws degree from New York University Law School in 1953 where he was also on Law Review. Richard was a long time practicing attorney and had a 30 year history in politics and government. In 1963 he was elected to his first office as Supervisor, representing the City of Mount Vernon on the Westchester County Board of Supervisors. In 1965 Richard was elected as a Mount Vernon City Councilman becoming President of the City Council in 1969. In 1973 he was elected as a member of the New York State Assembly for the 88th District serving four terms until 1981. Active in civic, religious and fraternal endeavors, Richard was past president of the Mount Vernon Lodge B'nai B'rith, a Neighborhood Commissioner of the Boy Scouts of America, a member of the Mount Vernon Lion's Club, Century Club of the Mount Vernon Hospital, Siwanoy F&A.M, Post 3 of the American Legion, Post 42 Jewish War Veterans, Mount Vernon Lodge 842 B.P.O. Elks, The Free Synagogue of Westchester and Trustee of its Men's Club, The Mount Vernon Bar Association, Westchester County Bar Association, NYU Law Review Alumni Association and of the Mount Vernon Y.M. & Y.W. H.A. He served as Counsel to the New York State Association of City Councils from its formation until his election as an Assemblyman. He also served as General Counsel to the Mount Vernon School Board and on the board of the Mount Vernon Library. He was a member of the New York Athletic Club and, as an avid tennis player, the New York Tennis Club. In addition he had an informal 35 year breakfast club as well as lunch and dinner clubs. He continued this tradition in his life in California. He will be dearly missed by his family and many friends and colleagues. A Service will be held for Richard Ross on Friday, March 30th at Riverside Memorial Chapel at 11:30 a.m, 21 W. Broad Street-Mt Vernon, NY. Condolences to Richard C. Ross' family. He was one of the first attorneys I dealt with when I was a young lawyer starting out in Mt. Vernon. He was very respectful and treated me like a colleague from the start. He was always easy to talk with all the many years I saw him at the Mt. Vernon Bar Assoc meetings. He is missed.

Knew since I was a little kid, Played on same sandlot team with an older brother. I followed him at same colleges. When I passed the bar, he called me and said he would like to sponsor me. I appreciated and respected Richard Ross. He was always very helpful to me when I was a younger lawyer and often in need of help. I appreciated him as a lawyer and as a person, and my memories of him are clear and fondly recalled.
