CTOCS (Retired) Larry L. Moats, USN, affectionately known as "Butch", "LL", and "Senior Chief", passed away peacefully at the age of 74 on May 27, 2017, while enjoying his Naval Cryptologic Veterans Association (NCVA) family at their annual reunion in Nashville, TN.
Born August 13, 1942 in Waynesboro, he was the son of the late Charles and Velma Moats. He was preceded in death by two brothers, Gene and Alan Moats. In addition to his wife, he is survived by his three daughters, Pamela, Michelle and Susan; four grandchildren, Justin, Dawna (Eric Eshleman), Amanda and Rebecca; aunt, Mary Ellen Gayle and countless cousins, nieces and nephews.
He grew up in Fairview, and attended Quincy High School. At the age of 18, he entered the U.S. Navy. He devoted the next 29 years to his country. His military service gave him the opportunity to travel extensively throughout the world. He met Isobel, the love of his life, and his wife of 54 years in Scotland. During their travels, they became the proud parents of their three daughters. After his 29 years of service to the U.S. Navy he retired, then devoted another 20 years to the Civil Service, before retiring to Fayetteville in 2008.
Larry's witty, light hearted, and sometimes ornery, personality made him easy to love. He loved his family, his community and his country.
He was a member of the Charles Nitterhouse VFW Post# 1599 Honor Guard, Chambersburg; Penn National Lions Club; the Mont Alto Fire Dept., helping to deliver Meals on Wheels and giving his time to their annual carnival; the NCVA; Joe Stickell American Legion, Post#15; The Owls Club, Waynesboro; Moose Club of Waynesboro; and F.O.E., Waynesboro. He also enjoyed being the "engineer" of the train at Red Run Park, Waynesboro and Norlo Park, Chambersburg.
The family will receive friends at 1 p.m. on Thursday, June 8, 2017 in Grove-Bowersox Funeral Home, 50 S. Broad St. Waynesboro. A Celebration of Larry's Life will begin at 2 p.m. in the funeral home. Burial with Military Honors provided by the Charles Nitterhouse V.F.W. Post#1599 will follow at Quincy Cemetery.
In lieu of flowers, memorial contributions may be made to the Charles Nitterhouse VFW

My late wife Mary and I were stationed with Larry and Isobel in Edzell during the early 80's. A greater shipmate, person and friend you couldn't find. A total professional yet full of life and good natured he brought a smile to everyone. My heart goes out to Isobel and family during this time of great loss!

I am thankful to have worked with such a hard working indivual who always had a smile on his face, and always a kind word to give. Larry and I would always have a good laugh whenever we saw each other, in the halls of the Office of Naval Intelligence. Larry was not only a co-worker, but also a friend. Larry, you will be sorly missed, may you rest in peace and may God bless you always. To Larry's family, may you find peace, knowing that Larry is wtih the Lord, and may God comfort you during your time of grief. May God bless you all.

I worked with Larry for a number of years while he was in the military and as a ONI government employee. He was always telling jokes and took his job very serious. If you had Larry Moats as a friend, you had a friend for life. One great guy. We will all miss you friend. RIP SR. CHIEF.
