William Alley Obituary

January 5, 1944 - March 22, 2016
Dr. William "Bill" Edward Alley passed away in San Antonio on March 22, 2016 at age 72. He was born January 5, 1944 to Frank Scott Alley and Martha Day Larkin at Barksdale Field in Shreveport, Louisiana, where his father served during World War II. Later the family returned to Washington, Pennsylvania, their hometown. There Bill attended Immaculate Conception Catholic Church and graduated from Trinity High School in 1961. He completed an undergraduate degree in Psychology at Pennsylvania State University in 1965, followed by enlistment in the United States Air Force. His assignment as a Scientific Assistant in the Air Force Human Resources Laboratory was the beginning of a career in USAF manpower and personnel research. After an honorable discharge in1969, he continued working for the Air Force as a civilian and advanced to the position of Chief Scientist, Armstrong Laboratory, Human Resources Directorate at Brooks AFB. He earned a master's degree at St. Mary's University and a Ph.D. at the University of Texas at Austin. After retiring in 1997 and until the year before his death, Dr. Alley continued assisting the USAF as a research consultant on military personnel issues at Operational Technologies Corporation. He was the author of numerous research publications, a Fellow of the American Psychological Association, and a long-time member of Division 19 Military Psychology. Bill's favorite pastimes were being with his family, vacationing at the family's summer home in Western Pennsylvania, fishing with his sons, researching his family history, and judging science fairs at local schools. He also had a lifelong passion for blues music. Dr. Alley is survived by his wife Jacobina; son Steve Alley and wife Brené Brown; son David Alley and wife Jennifer; grandchildren Ellen, Charlie, Larkin, and Pierce; aunt Patty Day and husband Bob; niece Maggie Cameron, husband Scott, and children Jackson and Alley; niece Lauren Ravoira; in-laws Joseph J. Ravoira and Deborah Adams; and numerous cousins from Washington, PA. He was predeceased by his parents, sisters Marilyn Mesta and Janet Ravoira, and niece Heather Ravoira. The family will receive friends from 4:00 to 6:00 p.m., Sunday, April 3, 2016, at Porter Loring Mortuary North.

Interment will follow in Fort Sam Houston National Cemetery. In lieu of flowers, the family requests donations to a charity of choice.

My sincerest condolences to Jacobina and the rest of Bill's surviving family. I was in one of Bill's weddings and he was in one of my weddings. We in 1965 when we were both stationed at the lab at Lackland.
Bill had a sharp intellect and a great sensitivity for the plight of others, and was very understanding. I feel fortunate I was able to see Bill in 2005 when I visited Texas. He is missed.

Learning of Bill's passing comes as a sadness and a loss to us all. I am truly sorry for your loss.

I served as one of Bill's high school teachers. He was a student of the highest calibre: punctual with his assignments and cooperative in classroom discussions. I am certain that he continued with those virtues as a family man. I am confident that he communicated with all of you. May each of you have special and unique memories to keep with you forever.
