John "Rusty" Chelsea
John "Rusty" Chelsea Allman (Commander Ret. USN) Passed away on January 16, 2017 after a long struggle to regain his health following a lung transplant. John was born in Dallas, Texas on April 21, 1943, the son of Capt. John Chelsea Allman and Elizabeth Gowdey Allman. Prior to being commissioned in the US Navy, Rusty earned a B.A. from the University of Texas in Austin. He and his bride, Kay White Allman, began their life together on July 2, 1966 at which time John reported to Pensacola, FL for Navy flight training, where he earned his wings. Along with many other recognitions during his distinguished career, Rusty was awarded Flight Instructor of the Year in 1971. He was the first Adversary Pilot graduate of the Navy Fighter Weapons School, "Top Gun". Rusty was awarded a Navy Commendation Medal for the design and implementation of this important program. He served three tours of duty in Vietnam as a fighter pilot and earned an MBA and JD, before retiring from the US Navy.
Upon returning to Austin, Rusty practiced Aviation Law for Slack and Davis and served as an attorney for the US Airways, and Continental Airlines' pilots. Rusty was honored as a Distinguished Alumnus of the University of Texas, NROTC Foundation. Governor Abbott, the State of Texas, and the US Senate all recognized Rusty for his distinguished career and service to our country.
Rusty, and his wife Kay, lived a full and adventurous life together. He, Kay, and their daughter Chelsea, spent a memorable year living in London and travelled to countless unique destinations. His special love of sailing provided his family with treasured hours together. Besides his love for his family, Rusty had a gift for friendship and will be missed by his many friends.
CDR. Allman is survived by his wife, Kay, daughter Chelsea, son-in-law Wylie Kumler, grandchildren Beckett and Parker Kumler, and sisters Betty Melton, Sue Atkinson, and MK Allman. Family members include June Melton, Allan Atkinson, Jim White, Dr. Richard and Janet Crow, Al and Nancy Ward, John and Janine Melton, and Brink and Rixi Melton.
A memorial service celebrating his life will be held February 11th, 10am, in the Smith Family Chapel of Riverbend Church, 4214 N. Capital of TX. Hwy. Followed by a burial/internment with Full Honors at the Arlington National Cemetery at a later date. In lieu of flowers, honorariums may be made to Riverbend Church or the charity of one's choice.

I met Commander Allman when I was working as a civilian at the RN College at Greenwich in 1981 and he made a great impression on me.

He learned that I was due to go to the RN College at Dartmouth in that September to become an officer and that I had decided to take 3 months off to tour the USA

Commander Allman very kindly arranged for me to have the privilege of visiting Miramar Naval Air station in the summer of 1981 and Fighter Weapons school. It was a great experience.

Recently I wondered what happened to him and having googled him today was thus sad to hear of his recent death. I know he would have been pleased to hear I completed Dartmouth and got commissioned.

Please accept my deepest condolences he was such a nice man

Rusty was so intelligent and so focused when he was involved in a legal matter. And, he was very kind. He will be missed, both in his profession and also on a personal level. My condolences to the entire family and my appreciation for all the charitable causes he and Kay have supported over the years, including the Symphony. Jeannette and I send our most sincere best wishes and condolences on your loss of Rusty. We first met in Meridian in VT-9 in about 1970 when I was the XO of the squadron, and we've seen you on numerous occasions in San Diego and elsewhere at Crusader Pilot reunions. John was a hardworking and dedicated Navy Officer and Aviator, and the news of his passing was a surprise and shock to us.
