It is with great sadness that I offer the deepest condolences of all Dave's friends and professional colleagues in the International Civil Aviation Organization (ICAO) in Montreal. From the mid-90s Dave played a significant role as the US-nominated member of the Automatic Dependent Surveillance Panel, (later renamed the Operational Data Link Panel). Even in the early days he was the elder-Statesman of the panel, exuding a calming influence over a group of experts, building consensus with a quiet charm. Through this period he also managed a sometimes large group of advisors, possibly akin to herding cats - and again, Dave would achieve his ultimate singular objective of finding solutions. The Secretariat members have always been indebted to him for this role, but also, for his camaraderie, good spirits, sense of humor and inclusiveness. He was a born diplomat, often working only in the background, but his participation in the technical work of ICAO was a significant factor in the total work achieved. He will be missed by us all, and our thoughts and prayers are with his family and friends.
