Our beloved husband and father Herb died unexpectedly on April 12, 2017 at the age of 82. A 52-year resident of Annapolis, Herb was a proud son of Baltimore, the grandchild of Jewish immigrants, and a 1951 graduate of Forrest Park High School. He earned his B.A. from the University of Maryland in 1955 and his M.S. from the University of Michigan in 1962. Herb spent his youthful summers as a camper and counselor at Camp Airy, where he acquired a lifelong love of water, wilderness, and campfire cuisine. He honed his fondness for roughing it while stationed with the US Army in Alaska. His passion for nature led to an extraordinary half-century career working for the state of Maryland to protect its waterways, wetlands, and wildlife. Herb wrote the groundbreaking legislation that established the state's Department of Water Resources, Department of Chesapeake Affairs, and the Maryland Geologic Survey, and later helped to create the Department of Natural Resources. At DWR, DNR, the Interstate Commission on the Potomac River Basin, and the MD Department of the Environment, Herb devoted his life to enacting pioneering public policies and programs that defend and restore the beautiful Chesapeake Bay he so mightily loved. Herb lived every day with a staunch sense of justice and deep compassion for the marginalized and suffering. He relished reading and discussing history and politics and never went a day without the newspaper, no matter how bad the news. Herb believed unconditionally in civic duty, diplomacy, underdogs, and the right winter clothes. He lovingly cooked thousands of breakfasts and packed thousands of lunches and let no occasion go unequipped with bagels and lox, corned beef and half-sour pickles, or coffee and rye whiskey. He adored his home, his porch, his yard, his neighborhood, and Navy football. He was an infinitely generous, giant-hearted father and husband who fiercely treasured his wife, Ann, and his children Abraham, Elizabeth, Margaret, and Emily; their partners Lani, Jonathan, Andy, and Jill; and his darling grandchildren Mia, Marisa, and Dylan. He was preceded in death by his brother Nathan and is survived by his brother Robert. He will forever be our greatest comfort, inspiration, and shining, guiding star. The family will receive friends at the John M. Taylor Funeral Home Inc. 147 Duke of Gloucester Street Annapolis, Maryland 21401 on Monday April 17 from 6 to 8 pm. A memorial service will be held in the Funeral Home Chapel on Tuesday, April 18, at 1:30 pm. I enjoyed and respected Herb even though we were not always on the same side of every issue. He was brilliant, committed, and had a huge backstory of knowledge and experience working on environmental issues that we both cared about. In some ways I thought of him as a sort of James Bond. He took on missions and tasks that were infinitely complex and difficult. A very focused guy with a wide portfolio who figuratively had a "license to kill" that he never exercised as far as I know. The point was that his skill and experience was so vast he could really make things happen. Not everybody noticed this about Herb because he tended to be a low key guy. He was deeply compassionate about people, and was as much a humanitarian as he was an environmental stalwart. He worked over and beyond in order to do work that mattered for the environment. While I never dealt with him socially, we stood shoulder to shoulder in our professional endeavors on many issues that were vital to the sustainability of the Patuxent River, the Chesapeake Bay and more. So I never doubted his commitment or his values. Basically, he was an ally even when we did not agree. The one exception I remember to our limited social contact was when I bumped into him wearing a floppy hat and raincoat (it was not raining outside) at a film screening at Annapolis Mall. He was incognito at a Michael Moore film. I think he did not want his attendance to suggest that he agreed with or supported Michael Moore's views. But Herb was endlessly curious. I remember teasing him about this encounter and I suggested humorously that I could blackmail him and "out him" as a closet radical. He looked stricken as though he was not sure I wasn't joking. Lol. I'll miss Herb. He was a fine person and you could take his integrity to the bank.

I first met Herb as a kid fresh out of school 30 years ago. Over that time I came to value his commitment , wisdom, and sharp wit. In many ways I consider him to be a mentor of mine. I will miss him dearly. He was a great fried who I always enjoyed being around.

Anne and Family: We just found out today 4/19 that Herb passed away last week. So very sorry we could not be with you yesterday at his Memorial Service, to at least give you a hug.

Herb was a thoughtful, caring, hardworking gentleman - with a great sense of humor. Wish there were more hours spent together, but we will relish the few meals we shared...and even just short, enjoyable conversations in passing.

As we read the testimonies, it is obvious that so many friends and family will miss his presence. Condolences to everyone. Herb's life was remarkable. Much love.

Herb was a truly warm and caring gentleman.

Dear Sachs Family,
We are so sorry for your loss...and it is our loss as well. We are your neighbors and have spent many hours talking with Herb in the last 20 years.
I especially will miss him tremendously. I so enjoyed his company and his political views! GO Democrats!!!!
He had a great sense of humor and he cracked me up so often!
I heard that his last day was spent puttering in the yard and hearing that I know that he had a satisfying and happy day. He always took care of his home with great pride!
Herb visited me often while I was working in the yard.
We shared many gardening and landscaping ideas and he was always checking to see what kind of crazy project I was working on. I will miss his visits very much.
And...I will remember that twinkle in his eye that always made him such a welcome sight!

Herbert Sachs (Herbie to us) was the counselor for Bunk 16 at Park Hill Camp in the early 1950's (1953, I believe). Although I am 75 now, I clearly remember him as a great counselor. He inspired confidence in us by his ability to handle the wide range of personalities in a group of 12- and 13-year-old boys. I am glad that his family had such a great man in their lives.

I followed Herb in the same route from the Univ. of Maryland to the Univ. of Michigan, although a bit later. I worked as a student intern for Herb in college and admired him as a role model. I will miss his quick wit and his good sense of historical perspective.

Through serving the Interstate Commission of the Potomac River Basin, I had the honor of meeting Herb and was instantly enamored with his wisdom, experience, and kindness. DC, Pennsylvania, Maryland, West Virginia, and Virginia lost a great resource with Herb's passing. These states and the District relied on Herb's decades of experience and his dedication to water quality in the Potomac River Basin. This is a tremendous loss to me being a new friend to Herb on the Commission and so I can only imagine the heart break of everyone else's loss who got the pleasure of knowing him so much longer than I. His friendship was a gift to me.

Mr. Sachs will forever be the Father of Erosion and Sediment Control for Maryland. His tireless work in protecting Maryland's precious natural resources can be and will continue to be seen throughout the State. Herb hired me in 1970, when I was fresh out of grad school. After 10 years I went to work at EPA in DC (I'm still there), but live in Annapolis. Seeing Herb around town gave my spirit a lift like seeing a great bald eagle soaring. Happy Trails until we meet again.

I had the honor of working with Herb Sachs for many years on a number of issues involving Maryland agriculture. Even though we represented different agencies, we always worked together to reach solutions that made sense for all involved, while at the same time protecting the Chesapeake Bay.
