Richard Lanham Obituary

Richard A. Lanham, Sr., of Lutherville, passed away, leaving behind a legacy of dedicated service in law enforcement and corrections spanning over three decades. Richard served the State of Maryland and the City of Baltimore with distinction and professionalism.

Richard's career began with the Baltimore City Police Department in 1959, where he held numerous positions over 29 years, rising to Colonel and Chief of the Criminal Investigation Division. He led investigations into major crimes, demonstrating exceptional leadership and commitment to public safety.

In 1988, Richard transitioned to the Maryland Department of Public Safety and Correctional Services. As Commissioner of Correction from 1990, he oversaw 24 facilities, managing a vast workforce and inmate population with strategic acumen. Notably, he successfully handled two major prison riots, ensuring the safe resolution of hostage situations.

Richard's tenure saw significant achievements, including the development of Maryland's first electronic home detention system and the expansion of the Herman L. Toulson Boot Camp Program. He was an advocate for addressing the root causes of crime through education, employment, and substance abuse treatment.

A lifelong learner and educator, Richard participated in professional training at Northwestern University, the University of Maryland, and the FBI. He was a respected instructor, sharing his knowledge on internal investigations, emergency management, and correctional operations.

Beyond his professional accomplishments, Richard was a devoted husband to his wife, Helen, and a loving father to his sons, Richard Jr., Brian James, and Jason Seton, and grandfather to eleven. He took great pride in his family, supporting their pursuits and cherishing their successes.

Family and friends will honor and celebrate Richard's life at the Evans Life Celebration Home-3 Newport Drive (Rts 23 and 24) Forest Hill on Sunday, January 26 from 2-5 PM. A Funeral Liturgy will be held 10 AM Monday, January 27 at St. John the Evangelist Roman Catholic Church-Hydes. Interment in the church cemetery. Memorial contributions in Richard's name may be made to St. John the Evangelist Roman Catholic Church-13305 Long Green Pike, Hydes, Maryland 21082.

First of all, I´d like to express my sincere condolences to Helen and the entire Lanham Family.
I was so very sorry to learn of Dick´s passing. He was a consummate professional, easily transferring his skills of leadership from the Baltimore Police Department to the Maryland Division of Correction. During his time in Corrections we had the opportunity to work together, and became friends. That friendship extended into our retirement years during which a group of us would meet regularly for get-togethers over coffee and breakfast. Dick was always outstandingly genial. Rest in peace, old friend.
