July 20, 1936 - November 17, 2021
Belleville, Illinois - Vincent Ralph Harter, global citizen, was born on Long Island, New York on July 20, 1936, to Regina Falvella Harter and Ralph V. Harter and brother to Miriam C. Harter Martin. He passed away Wednesday, November 17, 2021, at St. Paul's Senior Community, surrounded by his loving family.
Vince met "I'm going to marry that girl" Frances Anne Smith and they married February 23, 1963.
Soon after came Mary Theresa Harter Brisk who is married to Ralph Gerard Brisk and gave birth to Jessica Rae Brisk Phillips who is married to Jason Phillips and Justin Gerard Brisk and partner Stephanie Funk who gave birth to Jacob and Huntleigh; Kenneth Vincent Harter who married Sheri Fears Harter and gave birth to Madison Marie Harter; Edward Lawrence Harter who is married to Doreen Kay Stoddard Harter and gave birth to Joshua Edward and Abigail Nichole Harter; Robert Francis Harter who is married to Jacqueline Christian Harter and gave birth to Courtney Lynn Harter McMorris who is married to Douglas James McMorris and gave birth to Madden James and Mabry Lane McMorris, Christian Robert Harter and Corey Vincent Harter; Daniel Thomas Harter who is married to Angie Schumacher Harter; Regina Catherine Harter Sieben who is married to Anthony Bryan Sieben and gave birth to Robert Matthew Sieben; Joseph Matthew Harter who is married to Mary Agnes Peterson and gave birth to Cecilia Peterson Harter and Frances Peterson Harter.
I often think that people we have loved and who have loved us not only make us more human, but they become part of us and we carry them around all the time whether we see them or not. And, in some way we are the sum total of those who have loved us and those we have given ourselves to. Vince's essence remains with us.
Vince was a graduate of Fordham University, served in and retired from the United States Air Force, worked in the private sector, was involved in the wellbeing and maintenance of St. John's Catholic School in Belleville, coached sports, volunteered his time at St. Luke's in Belleville and never knew a stranger.
Vince loved life, his family and our country. Vince cooperated generously with the evolutionary process and the world is richer for his part in this vast universe.
Vince always exercised his right to vote and wants every person to have equal and easy access and opportunity to vote.
Thank you for the kind, compassionate and professional care Vince received at the Emergency Room and Room 423 in the Progressive Care Unit (PCU) at St. Elizabeth Hospital in O'Fallon IL; HSHS Hospice; Room 1067 St. Paul's Nursing Home, Belleville IL; and Renner Funeral Home.
There will be no public viewing or services. Our family celebrates Vince, Dad, Papa.

My deepest sympathies are with the entire
Harter Family for the loss of Mr. Harter. I've known him most of my life and I was always greeted with a smile when I saw him. My most vivid memories of him are of coaching CYO softball, most often leading us to victory! He was someone I've always looked up to. He was a kind and gentle soul. God Bless you all, I know he will be greatly missed.
